Penis enlargement is obscure, wierd, and not common. As a matter of fact, besides a Chinese proceedure which cuts the upper ligament that causes an erect penis to point upwards, there really is no effective penis enlargement proceedure. And the Chinese method really isn't effective for everybody who gets it done, it just looks longer with some. Kind of like when an obese man loses a significant amount of weight. When there is a lot less fat and stomach, the penis will appear to be bigger - and perhaps more of it will then be "useable".

On the other hand, breast enlargement is extremely common, millions of women have had the proceedure, and it is a very popular proceedure in Colombia. Hence, the reason why breast augmentation is probably more "on topic" with Colombia than penis enlargement - which isn't common or even heard of by most people.
