Where did all the oil money go?

Mexico, many here believed, would be swimming in petrodollars by now thanks to record global oil prices that are nearly double what they were a year ago. Some experts pegged the potential windfall for Mexico at more than $20 billion this year if prices stay high.

i heard, years ago, that that was a question colombians needed to ask their leaders. when their (colombia's) petrol products are sold abroad, the payments are deposited in off shore banks...hong kong, swiss, camen, paris, miami, new york, etc. none of this money returns to colombia...who has the keys to these accounts? the powers that be. the only petrol profits enjoyed by colombians, according to this source of info, are those generated by sales within colombia....kiss the difference goodby.

maybe this is why theft, in it's many disguises, is a national passtime in colombia. the taoists in china put it this way...'when there's crime in heaven (govt) there's crime on earth'
