U.S.lawmakers inadvertently penalized at least 1 million legal U.S. residents—and tens of thousands of U.S. troops stationed overseas—simply because their spouses lack a Social Security number.

The point of the rebate was to return money to the hands of those who earned it so they could spend it as they see fit, as an enhancement to general economic activity. Some great brain will see to it that overseas enlisted will get an adjustment to the rules without considering that the money they receive will most probably not be used to stimulate the US economy. (Not that I object at all to simply returning to them the money they have earned - because they, well, earned it!) *sigh*
