People go on strike and picket when they have a greviance against their employers or the government, usually caused by them losing their jobs or because of worsening working conditions. They aren´t blaming foreigners for anything. They´re blaming their company for laying off British workers while taking on cheaper workers from Italy and Portugal (2 of the poorest nations in Europe), who will accept whatever working conditions they´re given for the chance of work.
