"La idea era coger de una vez a los dos candidatos que eran del mismo partido. La idea era invertir 20 millones en las dos, pero comenzamos con seis millones", dijo. "The idea was to catch once the two candidates who were of the same party. The idea was to invest 20 million in two, but we started with six million," he said.
Murcia detalló que el dinero fue entregado en efectivo al padre del candidato a alcalde del PRD, Roberto Velázquez. Murcia explained that the money was delivered in cash to the father of the PRD candidate for mayor, Roberto Velazquez.
"Me comprometí directamente con el PRD; cuadramos una suma de inversión y ellos a cambio me daban contratos, yo iba a manejar la parte social", dijo. "I committed myself directly with the PRD, a square sum of investment and in return they gave me contracts, I was going to handle the social part," he said.

There were several articles at www.prensa.com www.panama-guide.com http://www.pa-digital.com.pa/ & www.elsiglo.com/
I think that is prohibited here, the same as in the U.S. There was also specualtion about some high level involvement in the Colombian government.
But there is more to the story, drug running, money laundering, and of course the Ponzi scheme (probably more).

BB, sorry your deductive skills have failed, my questioning of the legality of the act is intended towards criminilization of it and perhaps taking it to international courts. I would like to know the difference in justice that a guy like Murcia would face in Panama and in Colombia, if found guilty of course.

The issue is not really about Murica and the courts, but about Chavez meddling in foreign elections, the legality of it is irrelevant in this context.

The Chavez story appears to be more wishful thinking. Anyways, it applies to Chavez if it's legal or not as well. Justice can never be irrelevant, I think.

Jurado was mentioned, along with Chavéz, when there was speculation that they were involved in funding the SUNTRACS labor union and disrputive students at University of Panama who were staging various traffic blocking strikes, to destablize infrastructure.

I really have no clue. I suspect that the two "justice" systems are a toss up, and I surely would not be anxious to get close to either one.
As far as incarceration; although the prisons here are supposedly quite grim, there was a mini-Pablo Escobar type incident here not so long ago.
Inmates with, some means, bribed prison officials and were living in "luxurious" cells with computers, Cable TV, and who knows what else.
