ARE US FOREIGN MARRIAGE AGENCIES HAVING PROBLEMS WITH THE RECENT LAW?

I was looking at several marriage/friendship agencies in different cities in Colombia and Peru and found that with the recent law that requires for the agency to submit a very personal questionare to the guy looking for a wife is becoming the norm.

I also found that even foreign agencies like www.matchingsys.com with no base in the USA are going by this law.

Can anyone tell my why they are so scared of this unfair law ?
