I can't comment on this particular case but look at Chile where the political will exists to bring miscreants to justice no matter how old the crimes. Surrounded in more ways than one-hounded day and night for months and months just like her old (now dead boss) was. In the end she didn't have local support or money (as we've learned from Reyes' computer) and machine guns are no match for planes dropping bombs. Of course there's a propaganda victory here and the Govt wants to play it up but things must have been really bad for a tough character like her to thrown in the towel.
