Valledupar, guerilla activity

I don't post much, but my friend of one year wrote today of some danger now. She never wrote such before (though maybe she wanted me to not worry). Anybody able to put this in context - either now within the country, or over time? ATM's not a 'sure-thing'

I just returned (to USA) this week from Colombia, and am relieved that I was wise enough to bring both pesos and enough dollars to survive. I went to quite a few ATM's at the BOG airport and banks in Valledupar - but none would work with my Mastercard ATM (Harris Bank). My bank was fully aware that I would be in Colombia during the next week, and credit charges were debited 'no problema'.
