Step by Step process to get a passport and visa to leave Colombia

Can one of you walk me throug hthe process of obtaining a passport and visa to leave Colombia? Do I go through the Colombian government or the U.S. government?

If you can take me through the process step by step, if it's not too much trouble. Also, is it hard to get the passport and visa?

If I marry a military man is it easier to get the passport and visa? Thanks a lot for your help.

When is the rainy, hot, cold season in Bogota?

What is the time difference between Bogota and NYC?

How cold & Hot does it get there?

Are there any dark skin Colombians in Bogota? I mean do they mostly live there or do they come from other parts of C ...
