Safety in Bogota

How safe is Bogota? I have already read LP's Colombia Guidebook. I know that the security situation in downtown Bogota has improved, the northern areas are "safer", and that the south is off limits. However, I did go onto the State Department's website and looked up their data on "Deaths of Americans Abroad." It says that on May 1, 2004 a US citizen died from "homicide."
