Yes, that was the first year I was in Colombia. The only thing the previous administration had control of was within the city limits of MOST major cities.
I remember the F.A.R.C., E.L.N. controlled the countryside and of course the roads leading in the cities. After decades, it seems everyone, (except PBH posters) had to admit previous liberal, appeasement, pacifist policies had failed.
Anyway,, Colombia is thinking about selling a selling a substantial interest in Ecopetrol. IE: Privatize.
Nothing new, California (and other states) will be SELLING much of their responsibilities to private contractors. Like the prison system.

There is a moto with a horn that sounds like a cow moo. Moooooooooooo,, you hear him coming down the street, folks bring their container to the street, he stops and fills it from his large container on the back of his moto.
I have not seen one bottle of milk in Rural Colombia. Most is on a shelf in a bag. The same bagged milk is in the dairy cooler. This milk is Pasteurized, with no refrigeration.
Drinking it raw w/o boiling,, yes,, don't do it.
You can drink it right out of the cow or goat,, no problem but I'd say the milk that is delivered is hours old at the best. You need to boil it,, or as is known in the U.S. - Pasteurized.
When I’m a guest at a normal persons finca they get a small bowl, yank on a goats tit and give me the milk to drink. I say normal person because not every person who owns and works on their finca is rich.
Selling a glass of fresh goats milk on the street is common. Men drive a moto pulling a trailer of goats. They will stop and squeeze you a fresh glass of goats milk. I think the cost is 1 mil ?
