Colombians in the Pacific Northwest

I would be interested to know if there is any Native Colombians that have recently migated to the Pacific Northwest in the US? what are typical cell phone calling plans like in Colombia? Are cell phones expensive in Colombia? What is a typical cell phone bill for a month's service in, say, Bogota? Are they like the US, where you are billed for a preset amount of minutes each month, on contract, or do you prepay cell service, (i.e. buy a sim card full of minutes)??
