There is poker in Cartagena, i don't know about any tournaments, but there was no limit in one of the casinos. And there is a big blind button and a small blind button for what reason, i have know idea.

I am not sure of the name of the river, but it is just outside of Cartago, on the way to Pereira, there is a little park there with giant swingsets overlooking the valley. Very beauitful.
