Staying connected in Bogota?

Any advice on how to find a reasonable phone plan in Bogota? It seems very expensive to call international. What is the cheapest way for someone there to text international? I live in California and my fiancee lives in Bogota. Any advice would be helpful. They seem to charge a lot to get these services. Our internet plan is 60.00 a month. Does that sound right? I only pay 33.00 for highspeed in the US. The connection is constantly dropping:( Are the piplines overloaded with data down there? ...
