Small question on Bogotá

Hi,
I was supposed to join my guy and move to Cali this summer, however he might have to move to Bogotá for his work.. so now I have a question..
In Bogotá city (so not up in the mountains), is it possible to wear tanks/tees and sandals all year??
How is the weather over there..?
I just know Cali and I love the warmth.. so I just wanna know how it is with Bogotá!!!
