Birth Certificate-getting closer..I hope!

Can't locate birth cert in Medellin

I am in DESPERATE need of locating my birth certificate, I have been trying for a long time now and cannot locate any notaries, the hospital, nothing, is there ANYONE out who can relate or help me with any advice, I am lost and cannot think of any realistic way to get this document.
