Going to Colombia at 17...

My neice is 17 (Although she doesnt look it at all, according to the bouncers in our town haha) and she wants her parents to give her permission to see a friend in Colombia. Is this mother effin safe? The airport says if she has a copy of her birth certificate and written permission from her guardians she can travel.. is this right? what do you guys think about this.
