Until 3 years ago, I'd lived in Carson, CA for 30 years. Right next to Compton. I'm white and my ex-husband is black. We have 2 kids. I'm sure if a tourist checked out that area online, they'd be advised not to visit, let alone LIVE there. But like any large city, there are scary places and safe places. We never had any problems with safety, except for the police hassling my son (young men of color are hassled a LOT).

I now live in Panama. My now-husband recently went to Bogota for back surgery (very successful---YAY---and only $9K!!!!). He went with a friend of ours who has family there. This family has been amazingly kind and giving: gave up a bedroom for my husband, take excellent care of him, and REALLY treat him like he's a cherished family member.

Now we are considering moving to the Bogota area! Hopefully buy a farm and live the tranquilo life. Just as it is in the States, there are safe places to go and unsafe places. Claro! I know your family will love taking care of your novio, no problemo. I hope he gives it a chance. Too many Americanos are afraid of travel, and as has been said above, put too much emphasis on the media's version of the truth.
