San Pedro de lago in Guatemala is a popular choice if you're considering places outside south America - its possibly the cheapest place at the moment, but is almost a colony of spanish language students. Still it has a stunning setting. I studied in Colombia in Medellin for over a month - I'd recommend it as a place to base yourself - its a big city but doesn't feel like it because its stretched across a fairly big valley.
