Does anyone know of any software or something that would let me make worldmaps with adjusted country sizes like this?

You should look at ScapeToad http://chorogram.choros.ch/scapetoad/index.php
You should also check out Worldmapper http://www.worldmapper.org/index.html which provides a number of maps created using this technique.
