My fiance just had his interview and according to him, they denied him outright, said there wasn't enough evidence. How can this happen? How can they not give up an opportunity to give more?

Does anyone have Packets 3 & 4 from the Bogota Embassy that they can send to me? I know PeterMiami had them but he's been MIA for a while... HHMMMM, wonder why?!?!?!?! Ok, NVC has confirmed that they have received my petition and that they have already sent it to the Embassy down in Bogota.... now....
#1 - I am moving next week, need to change my address, called NVC they changed my address in their system but said I would have to call the Embassy down in Bogota now to update them. On the VJ US Embassy/ Consulate Info. page for Bogota, someone said that they will not talk about specific visa cases only about processes... how is this possible??? ...
