When a Colombian

is trying to get establish residency in the U.S., is there some sort of requirement that he leave the U.S. traveling back to Colombia and then re-enter the U.S.? If so, what is that all about?

What about a Colombian male who left for the U.S. at age 17, avoiding the military requirement, who needs to return to Colombia to get U.S. residency? Is he in danger of arrest for avoiding his military obligation?
