It's like a city within a city and should be avoided. There are others, Siloé on the hillside, Terron Colorado too on western hills climbing up following the road to Buenaventura. Basically anything in the east of the city is unsafe, also some southeastern and northeastern barrios, like Mariano Ramos for example. When I first arrived in Bogota I was exploring around Plaza de Bolivar. As I wandered south a few blocks, almost within sight of the Palace, a cop stopped me and warned me I really shouldn't continue much further or I'd be at serious risk. And I don't look particularly gringo.
