First off stay away from the Cartagena Real Hotel, we spent 3 days there couple of years ago...nothing worked, no pepper, salt on every 3rd table, staff hadn't been paid for months, and you can't complain to anybody because the owner lives in Miami...cheap does not mean bargain. Old town has some beautiful hotels and places, but some areas that are dicier at night. My vote would to be to find a nice private hotel in old town and go to the beach if you want...the old city has more to do...restaurants, shops, shows in the squares, etc. The beach is sometimes filled with hawkers,depending on where you go..try www.cartagenainfo.com or buy a lonely planet or other guide book to try. I hear there is a hostal in old town run by some Dutch or Swiss guy that is reasonable and safe.
