What do Colombian telephone companies charge for incoming long distance calls?

If I understand my girlfriend correctly the Colombian telephone company charges people with land lines for incoming international phone calls once the call exceeds 10 minutes. Is that correct? If "yes" what is the charge per minute? I'm just trying to figure out all the charges incurred when I make a call & the cheapest way of calling.

There used to be a phone plan through EPM in Medellin for low call volume users that charged a low monthly rate but measured and charged for each pulse registered. I remember that for a fact as my first internet provider was a dialup ISP connection and I almost had a heart attack when I received my first telephone bill where they charged for each pulse while using that internet connection 12 hours a day. So many people complained that they changed the regulation and no longer charged for the pulses while using the ISP connections. That's when they added the 9 in front of the dialup number. I think there are still telephone plans (at EPM) that charge for each pulse during telephone calls. I think in the USA those lines are called measured service telephone lines if they still exist.
