Valledupar, guerilla activity

I don't post much, but my friend of one year wrote today of some danger now. She never wrote such before (though maybe she wanted me to not worry).

Anybody able to put this in context - either now within the country, or over time? This is a copy from her email today, from Valledupar:

"todo en mi pais el orden publico estan molestando como la guerilla ahorita esta un poco peligrosa la ciudad hay que andar con mucho cuidado"
