I go to Colombia about three to four time and I use my cellular every where and it works great. Cali, Palimira, Buga, Calima, Armenia, Perieda, Medellin and most smaller towns around these cities. Go to the Samsung website and see if your phone is an international phone then check your service provider. Also check if your service provider has some type of discount international roaming this is for customer who uses this feature more often and it is cheaper.
