Well I went to colombia when i was 15, and i went alone, i took a paper signed by my parents saying it was fine for me to enter and leave, and they never asked for it. You should be fine, dont ask dont tell. I dont forsee you getting there, and telling them you have to turn around and go back because you dont have a paper signed by her dad, and if they say something just be like, he died?

Department of State Says... "On July 2, 2001, the Department of State began implementation of a new law regarding the passport applications of minor U.S. citizens under the age of 14. A person now applying for a passport for a child under 14 must show that both parents consent to the issuance or that the applying parent has sole authority to obtain the passport. Passport applications made in the U.S. and at consular offices abroad will both be covered by the new law. Exceptions to this requirement may be made in special family circumstances or exigent circumstances necessitating the immediate travel of the child.

Once a passport is issued, its use is not tracked or controlled by the Department of State. There are no exit controls for American citizens leaving the United States."

Minors, under 18 in Colombia, who are traveling alone, with one parent, or with a third party, must present a copy of their birth certificate and written authorization from the absent parent(s) or legal guardian, specifically granting permission to travel If parents do not hold surnames in common with their children, the travelers should bring children's birth certificates. The birth certificate will show the names of the parents, which can be matched with the passports to confirm parentage. You may also have problems boarding so I would contact the airline and find out what it requires.

Best bet is to Consult with the Colombian Consulate. I KNOW you will have trouble with DAS if you attempt to leave Colombia without the natural father's written permission.

Visa Help? Why and what type of visa are you seeking??

OK That narrows the field:

One of the TS Visas might do the trick:

Visa de Residente Inversionista (Resident Investor): This visa can be requested by a foreigner that invests in his name not be less than $100,000 (one hundred thousand dollars) and it must be registered in the Bank of the Republic (Banco de Republica). Real estate does count toward this visa.

Pensionado if you are drawing a pension-minimum amount applies

Rentista if you have income from any source-minimum amount applies.

Estudiante (Student)

what if the house is less than 100,000. does owning property and wanting to live in it enough, for a resident visa?

No Your big problem is going to be staying past the maximum (180 days in one year) allowed a tourist with no visa. You usually get 60 days upon initial entry and this can be renewed at the local DAS office.

You need to access your personal situation an decide upon a course to follow.
