El presidente de Ecuador, Rafael Correa, solicitó este viernes en Santo Domingo a la XX cumbre del Grupo de Río que se actúe rápidamente porque la región "vive un momento excepcional de gravísimas consecuencias".

Tras la aprobación de una serie de trámites como el ingreso de Haití y Guayana en el Grupo de Río, Correa pidió la palabra para entrar inmediatamente en el tema del conflicto generado por Colombia.

Correa comenzó su discurso adviertiendo que sería largo por la importancia del conflicto, aunque sus palabras no han sido transmitidas fuera de la sala de la reunión al cortarse la comunicación del circuito cerrado de televisión.

Antes de comenzar la reunión, Correa dijo que espera que la cumbre del Grupo de Río aporte "satisfacciones a Ecuador por la agresión de Colombia y la violación a su soberanía".

El presidente ecuatoriano señaló que para este tipo de situaciones "se ha creado el Grupo de Río: esperamos que se corten de raíz los comportamientos belicistas".

El mandatario agregó que espera que en esta cumbre "se siente un precedente para nunca mas permitir que un país se crea con el derecho divino de perseguir lo que ellos creen son terroristas por todos lados y que permite agredir a un país hermano".

Reconoció, sin embargo, que helicópteros colombianos entraron a territorio ecuatoriano y se disculpó por ello. Luego reconoció que no avisó a su homólogo ecuatoriano, Rafael Correa, sobre el operativo militar contra las Farc, y que si lo hubiera hecho, "habría fracasado" la operación.

Al comienzo de a mañana, el presidente �lvaro Uribe no accedió a reunirse directamente con presidentes de Ecuador y Venezuela.

Secretario General de la OEA, José Miguel Insuza, coincidió en que era inconveniente por ahora la reunión entre los mandatarios en la Cumbre de Río, que se realiza en República Dominicana.

"Creo que es un poco prematuro y un error (...) que se pase directamente a negociaciones entre presidentes. Eso lo hace la cancillería", dijo Insulza.

Al comienzo de este viernes, Uribe no aceptó a sentarse en la misma mesa con los presidentes Hugo Chávez, Rafael Correa y Daniel Ortega, a pesar de la insistencia de otros mandatarios para lograr un acercamiento.

Insulza agregó que la OEA no tenía capacidad técnica para evaluar el contenido de los computadores incautados a Raúl Reyes, dado de baja por las fuerzas militares de Colombia en territorio de Ecuador. "Nosotros no tenemos la capacidad técnica para llevar adelante solos una investigación. Tenemos que buscar ayuda externa (...). Nos parece mucho mejor que lo haga la propia Interpol".

Desde anoche Uribe sostiene en Santo Domingo reuniones con varios mandatarios latinoamericanos, para buscar su respaldo frente a la crisis con los presidentes de Ecuador, Venezuela y Nicaragua.

Se anticipó que el presidente �lvaro Uribe hará una intervención a medio día en la que reiterará el carácter terrorista de las Farc, y como Venezuela y Ecuador han contribuido a sus acciones contra la población civil en Colombia. Así mismo, ahondará en el concepto de la soberanía.

"Nuestro problema no es con los países sino con los terroristas de las Farc", dijo Uribe antes de ingresar al recinto. Uribe no apareció para la foto oficial del certamen.

El presidente venezolano Hugo Chávez dijo que es el momento de ''irse enfriando'' y que los nervios en torno a la crisis con Colombia comiencen a templarse.

A punto de inaugurarse la XX Cumbre del Grupo de Río, Chávez
estimó que la reunión será ''positiva, porque va a ayudar al
debate; tenemos que debatir, conversar y ese es el primer paso para buscar camino''.

Un grupo de países llevará una propuesta de resolución que busca acercar las posiciones de Venezuela, Ecuador y Colombia. Sin embargo, Daniel Ortega, presidente de Nicaragua, anticipó que busca una condena contra Colombia.

Es la primera vez que los cuatro mandatarios de estos páises se encuentran frente a frente después de la crisis que desató en la región la operación de la Policía Nacional en territorio ecuatoriano, para dar de baja al guerrillero 'Raúl Reyes'.

Se da por descontado que el tema oficial de la Vigésima Cumbre del Grupo Río, sobre recursos energéticos, desarrollo regional y manejo de desastres naturales, pasará a un segundo plano y toda la atención se centrará en las actuaciones de Uribe, Hugo Chávez, presidente de Venezuela; Rafael Correa, presidente de Ecuador; y Daniel Ortega, presidente de Nicaragua.

Fuentes en esta ciudad revelaron que la intención del bloque contra Colombia es lograr que en la declaración final del Grupo de Río se condene la intervención que hizo Colombia en Ecuador.

Será un nuevo escenario que Ecuador tratará de ganar, después de que Colombia logró un éxito diplomático al evitar una resolución condenatoria en el reciente consejo permanente de la Organización de Estados Americanos (OEA).

Uribe contraataca


Uribe no se quedará atrás. A República Dominicana llevó una vasta documentación, que incluye videos de la guerrilla en territorios ecuatoriano y venezolano, así como los discursos belicosos del presidente Chávez contra varios países, en sus nueve años de mandato.

Una carta reservada será recordar que hace 20 años Nicaragua desarrolló la llamada 'Operación Danto 88', que consistió en intervenir en territorio de Honduras para atacar varias bases de la contra nicaragüense.

En ese entonces, el presidente de Nicaragua era Daniel Ortega, quien ahora utiliza el argumento de que Colombia intervino en Ecuador para romper relaciones con nuestro país.

"Nicaragua, en este momento, anuncia que rompe relaciones diplomáticas con Colombia (...) en solidaridad con el pueblo ecuatoriano y ante las reiteradas amenazas militares de parte del Gobierno colombiano".

Buscando aliados


A su llegada anoche, Uribe se reunió con los presidentes de República Dominicana, Leonel Fernández, y del Salvador, Elías Antonio Saca; y con el canciller de Brasil, Celso Amorím.

Hoy Uribe tiene previsto reunire en privado con el secretario general de la OEA, José Miguel Insulza, el presidente de México, Felipe Calderón y el presidente de Guatemala, �lvaro Colom.

Anoche el presidente anfitrión Leonel Fernández, le propuso a Uribe asistir hoy a una reunión privada con Rafael Correa y Hugo Chávez, con el propósito de conciliar los ánimos, pero Uribe Rehuso.

El presidente Colom, de Guatemala, a su llegada a Santo Domingo, también confirmó que trabajaría en la misma dirección, para lo cual se reunirá por separado con Uribe y Chávez.

Anoche también el presidente de México Felipe Calderón, confirmó su deseo de una salida diplomática en la crisis que enfrenta a Colombia, Venezuela, Ecuador y Nicaragua.

Se espera que Uribe haga hoy un gran pronunciamiento en la plenaria del encuentro, en el que denunciará la agresión que las Farc hacen contra el pueblo colombiano, desde países vecinos.

Escenario de peleas

Es usual que la Cumbre de Río, un escenario de integración regional, sea tomada por algunos mandatarios para ventilar sus problemas bilaterales.

En las primeras ediciones de este certamen, los focos de las cámaras se concentraban en los discursos del ex presidente de Cuba, Fidel Castro, contra los programas de apertura económica o el bloqueo ordenado por Estados Unidos contra su país.

Ahora, es el Presidente de Venezuela quien aprovecha que la atención de todo el continente se concentra en este evento para tratar de imponerse y robarse el show.

Uribe no es ajeno a este tipo de situaciones. En la Cumbre de Río que se celebró en Lima, en el año 2003, tuvo un pequeño roce con su colega venezolano, que no pasó a mayores.

Ahora, el tono es distinto. Uribe no solo sabe que deberá enfrentarse a Chávez, también tendrá que lidiar con los encendidos discursos que muy seguramente dirán Correa y Ortega.

Bloque de Chile, Argentina y Estados Unidos insiste en solución pacífica de la crisis

1. El editorial de The New York Times, titulado 'Toma un respiro profundo', pidió a los presidentes de Colombia y Ecuador enfriar su retórica e iniciar una discusión sobre cómo mejorar su situación fronteriza. A Chávez le pide mantenerse al margen.

2. Condoleezza Rice, secretaria del Departamento de Estado de E.U., dijo en Bruselas que su país espera que las dos naciones encuentren una solución diplomática y llamó la atención sobre la necesidad de vigilar más las zonas de frontera.

3. La presidenta de Chile, Michelle Bachelet, recordó que tan importante como el principio de inviolabilidad de fronteras es la no intromisión en los asuntos internos de un país, en una clara crítica al papel jugado por Chávez en esta crisis.

4. Cristina Fernández, presidenta de Argentina, aprovechó su visita a Caracas, donde firmó varios acuerdos, para abogar por un entendimiento pacífico en la región. Dijo que la OEA es el mejor escenario para dirimir las recientes controversias.

Así están las relaciones con nuestro vecindario

Venezuela. El presidente Chávez ordenó el envío de 10 batallones a la frontera, el cierre de la embajada en Bogotá y la expulsión del embajador colombiano en Caracas. Ordenó el cierre de la frontera, pero hay paso de alimentos perecederos.

Ecuador. El presidente Correa rompió relaciones diplomáticas y expulsó el embajador colombiano en Quito. Buscó una condena contra Colombia en la OEA. Hay intercambio comercial en la frontera, pero con constantes requisas de la guardia de ese país.

Nicaragua. El presidente Ortega anunció ayer la ruptura de las relaciones con Colombia. Exportadores colombianos dicen que sus productos no se pueden comercializar con facilidad en ese país. Está pendiente un fallo definitivo de La Haya sobre los límites marinos.

¿Por qué rompió Nicaragua relaciones con Colombia?

Lo que el Presidente de Nicaragua busca con su decisión de romper relaciones con Colombia es aprovechar la reciente coyuntura de la crisis entre Colombia y Ecuador para tratar de hacerle ver al mundo que su país también es víctima de supuestas agresiones territoriales por parte de Colombia.

En este punto, el presidente de Colombia, �lvaro Uribe, ha sido claro en pedir a los colombianos y a la Armada Nacional que no se traspase el meridiano 82 que define la frontera entre los dos países. A su vez, el embajador de Colombia en la OEA, Camilo Ospina, pidió a Nicaragua dejar a un lado esta "actitud oportunista", pues el tema con Nicaragua es evaluado en la actualidad por la Corte de La Haya.

March 7 (Bloomberg) -- Colombia's President Alvaro Uribe tore into his Ecuadorean counterpart Rafael Correa during a regional summit, accusing the socialist leader of receiving campaign money from Colombian guerrillas.

Uribe, speaking to 15 Latin American presidents during the Rio Group summit in Santo Domingo, Dominican Republic, said Ecuador isn't an ally in the fight against terrorism and acknowledged he didn't inform Correa in advance of a military operation in Ecuadorean territory last week that killed top rebel leader Raul Reyes.

``I didn't inform him of the operation because we have not received cooperation from his government in the fight against terrorism,'' Uribe told the leaders.

Correa walked out of the room during Uribe's speech, prompting the Colombian leader to stop and say he wouldn't resume until his Ecuadorean counterpart came back to hear the charges. Minutes earlier, Correa called Uribe's version of the military operation a ``farce'' and said ``Colombia shelters more terrorists than anyone.''

The heated exchange and Colombia's fraying relations with neighbors Ecuador, Venezuela and Nicaragua dominated discussions at the Rio Group summit, an annual gathering that is intended to be a display of regional unity.

Fighting Back

Uribe, who has been mostly silent since the Organization of American States criticized his military's violation of Ecuador's sovereignty this week, saved no criticism of his neighbors' alleged collaboration with the FARC rebel group.

He said four laptop computers seized during the cross- border raid contained documents pointing to FARC financing of Correa's 2006 presidential campaign. This week, Uribe alleged the same files show Venezuelan President Hugo Chavez has been funding the FARC. Correa and Chavez have denied allegations they help the group.

``One letter from Marulanda to Raul Reyes transferring $50,000 to help Correa win the second round in his election,'' said Uribe, referring to septuagenarian FARC commander Manuel Marulanda.

Prior to his speech, Uribe was the only regional leader to miss a photo of summit participants, entering into the foreign ministry where the conference is taking place through a side door.

He also skipped a dinner last night hosted by Dominican Republic President Leonel Fernandez.
