U.C . a question is there a new type of visa

this question may be stupid but it has been argued at a few cookouts the last month ... a friend has some in laws from south america (not colombia ) .... they came over about 7 years ago on a tourist visa(overstayed) got ss#s from chicago and never went back they married here and had a child here, bought a house and have jobs and pay taxes ... the wife missed her mother and went back to her country in march 2005 she intentionally lost her visa so to get a new one without any stamps -thought by doing this they would not see that she overstayed as her 10 year tourist visa was still in affect -well of course in miami they did see this and she was deported back to her country .her child was left in her country in case this was to happen even though the child is a u.s. citizen and will have no problem entering with a adult .so the frantic husband went to an attorney to try and get his sister to sponsor him -the attorney told him he could not help him because he overstayed and even if not it would take forever for a sister to get the visa for him .so he was gonna pack up and sell everything and move to be with the wife and child and of course was scared because in the airport in miami the wife said they called his name every 15 minutes to report to pick up his wife -even though she lied and told immigration he was no longer in the u.s. ..now the husband tells us over the weekend he will have no problem staying because there is a new visa where his employer can sponsor him that is about to take affect .... so here are my questions
1)the wife said her deportion is only for 5 years because she paid her taxes - my reply what does that have to do with anything .she was here illegal
2)if the husbands wife would have sponsored him wold they have let him stay here the whole 5-12 years it would problay take to do this .or would he have to return to his country
3)is there such a visa from an employer -that they can now sponsor a person that has overstayed there visa by 5 years -he works for a caterer
4)if you are caught for being here illegal could the goverment take his house -car bank account .the husband said they could and levy fines .
5) the general consensus among this community is that as long as you pay the u.s. goverment ther taxes there is great lenancy or looking the other way ..is this true .
....sorry if these questins may sem stupid to some but i dont know and they actually believe these things so maybe i am wrong .thanks

The short answer to all your questions is I don't know. OK, I do know that there is no "new" type of magic visa. There are various types of employer-sponsored visas available such as the H1B but there are limits on the numbers available every year. There are various types of bans (3 year or 10 year) which depend on how long you have overstayed. Normally once you are subject to the ban you have to get a waiver and they are not that easy to get. Check out visajourney for the stories of the people trying to get these waivers.
