"Turn Yourself In" Free Ride?

At the end of the above article a guy turns himself in saying he´s been in the FARC for ten years. There are monetary benifits for a guerrilla who turns him/herself in for "reinsertion" in Colombian society. With Colombians so adept at slight of hand when presented with any new oportunity to steal pesos it wouldn´t surprise me at all to read that civilians would fake FARC membership and "turn themselves in" in order to claim the government benifits for "reinsertados".

I´m all for anyone coming into the country who will work. For everyone who gains citizenship, we should ship someone on welfare to the new citizen´s old country. I´d call that a fair trade!
