It is safe You can go to the store for extreme sports called Aventura is on Calle 13 and 66, I will post the exact address later, You can see their boletin board with many companies offering tours.

There is a poster who offers tours to "El Cocuy" I went myself with a friend and on the road with met three more guys, here are some links,

trekking in Cocuy Hola Patka,
I have my own travel agency here in Bogotá, Colombia and we organize frequently trips to Cocuy. It is possible to go trekking on your own but you will probably miss out the nicest places. At this moment it is also winter time in Cocuy which will make the trekking a lot more difficult and even dangerous if you don't know the place.
Have a look on my site about the possibilities and I am sure we can work out a nice tour.

Its very Cold It is possible to go by yourself but you will want good equipment if you are planning on going this time of year. Ive heard good things about Eriks company. If you don't want to do serious hiking you can catch the milk truck to one of the farms and then do day walks or horserides each day. But you will probably see more if you have a guide, we had trouble getting our hands on a decent map

Check with Parque rangers in the town to see what conditions (security and weather) are like.

This area is reasonably safe with a high military presence. I was there at the end of 2003. The area was controlled by guerilla in 2001/2 (i think) but when the military arrived it was quickly deserted with little fighting. Since then I have heard few problems in that area.

This is what I was told by the military in the area and so might not be 100% correct.

When I say good equipment I mean a decent tent, good sleeping bags, windproof jackets and warm clothes
