Travel Back

Hello,
I would appreciate information regarding the following situation. A friend of mine from Colombia was in the states in 2003/2004. He lost his passport before he left and had to renew it in Houston. His passport is good until 2014 and visa is good until 2008. However, he only has a foto-copy of his visa. He has a S.S. number. He would like to return to the states for a visit. Will he be able to travel out of Colombia with only a foto-copy of his visa? Thanks in advance for any help.

No He needs to contact the consular section of the US Embassy in Bogotá with his newpassport and any report(s) concerning the loss of his visa.
