As far as I know it is difficult because the high migration rate, plus the UE general inmigration policies.
One pretty much have to fullfill the same reqs to get a US visa.

Not enough detail...difficult, for who?...If we are talking about a Colombian, i can tell you that each country have different rules for the Shengen visa (15 countries in all,i think) so it is easier to enter say, Holland then travel to Spain as Spain has its own different regs that are harder. Regarding Spain, the client MUST have their own independant money,unless she is married to the income,they do not except Union libres or boy/girl friend sponsers.Other Shengen countries have no problem with this
