Time to get PERMANENT CEDULA EXTRANJERIA - RESIDENCE VISA

Does anyone have recent experience getting their cedula - HOGAR visa changed from temporary to PERMANENT.

These idiots at the Barranquilla office of DAS are insisting I need FIVE years residence to get permanent residence status. I explained to them that my visa was HOGAR-FAMILY since I am married to a Colombian Citizen and that when I renewed my visa in Bogota back in 2006 Bogota told me that in one more year, for a total of THREE, I could apply for permanent residence status.

Now to complicate things, had someone else tell me the law was changed and it was now ONLY TWO YEARS if you are married to a Colombian national.

So if anyone has the current skinny on this, the info would be appreciated. I just need something to tell or show DAS about the CORRECT CURRENT LAW so they will be more helpful in getting me the clearance letter I will need for the permanent resident visa application.

Yea, her name was BETTY, the bitch FINALLY retired. Got a new lady in her place who is nicer but they just dont know the law regarding times for Visas. The FIVE YEAR time period they are refering to is for NON FAMILY visas such as retirement, investment, business ect, just cant make them understand this is a HOGAR residency visa.

DAS won't give you a permanent cedula withouth first getting a residence VISA on your passport at MRE in Bogotà. So, why are you arguing with them?
You go to MRE, get your VISA and then your cedula. You'll be able to get a residence VISA after three years of spouse VISA.
By the way, investment VISA is a residence VISA directly first time.

Wait, could I be wrong? What's the clearance letter you need? Don't you need to present to MRE the same documents that you presented to renew the spouse visa. That's how they explained it to me last time: next time, instead of giving you two years, we'll give you a residence VISA.

I have my CEDULA, have been here more than three years ect, thats not a problem. Before I fly to Bogota to get my permanent residency visa, I was told I needed a criminal records check from DAS showing I have been a good boy during the past three years and have not been terrorizing the countryside.

When I went to DAS, they told me I needed FIVE years of residency before I could get a PERMINANT RESIDENCE visa and they didnt want to give me the form I needed to request the records check and pay the fee, THANKS the problem.

I got that "certificado de antecedentes judiciales" from DAS here in Medellin. They didn't even ask why I wanted that (it was for a gun permit). So, what the fuck they want at DAS in Bquilla? One, they are not the one who have to decide if you are entitled to get a permanent residence visa. Second, if you need the certificado, they must do it and don't fucking care why, even if you just need it to clean your ass!

CAPITULO II

Visa de Residente Calificado

Artículo 51. El Grupo Interno de Trabajo que el Ministro de Relaciones Exteriores determine o las Oficinas Consulares de la República, previa autorización de aquel, podrán otorgar Visa de Residente Calificado al extranjero que haya sido titular de Visa Temporal durante cinco (5) años continuos e ininterrumpidos, que haya permanecido en el territorio nacional en forma regular, y presente la solicitud por lo menos dentro de los treinta (30) días calendario anteriores al vencimiento de la visa de la que sea titular, salvo fuerza mayor o caso fortuito debidamente comprobados.

A los titulares de Visa Temporal Cónyuge o Compañero(a) de Nacional Colombiano(a) y Temporal Padre o Madre de Nacional Colombiano de que tratan los artículos 33 y 34 del presente decreto, se les podrá expedir la Visa de Residente Calificado cuando hayan sido titulares de las mismas por un término continuo e ininterrumpido mínimo de tres (3) años.

You have no idea how BAD the DAS office here is. There are not that many gringos living here and to some extent I dont think some of the folks working there in the DAS office like us being here cuz we actually make them WORK sometimes when we need something. I am not the only one who has had problems at the DAS office here. I have spoken to others who have experienced the same problems with lack of service, wrong information and just generally screwing with the americans. BE GLAD THE DAS OFFICE IN MEDELLIN IS MORE HELPFUL !

Baq...don't take it personally...as you should have learnt by now...many many government employees are not professional never having any kind of training..remember many people get their jobs through "palanca" which results in an uneducated bad employee...also many government employees are too lazy to find the right information for you.....remember many will just tell you something to get you off their backs...the sooner you leave their office the sooner they can get back to fucking around.....I have run across this many many times in my years here.....I thing GIB will agree whole heartily

rob i encounter this "missinformation" eveywhere i go wehter it is bogoat bucaramanga or catragenea......i encounter it not only in govermenet office but stores and shopping malls...i havent figuered out if its poeple who are so egar to help and give the wrong or outof date information....or are they just dam stuipd......i can give an example if you go to any govermnment agency say in canada and you ask a question ...you willl most likely get bombared with a bunch of brouchuers on the questions....but usually you will have the correct answer plus backup written material......in colombia will might get an out of date photoscopy (which you have to pay for)

In truth, I have ALWAYS been very nice and polite to folks here and not just in the DAS office. This is a DAS problem, not an attitude problem on my part. It just ticks me that they not only want to work, but dont know their jobs.

On a side note, 2 or 3 years ago, President Aribe threatened to do away with DAS all together because they were so incomentant and corrupt.

Well about the time you need it depends wehre you come from, if you are a citizen of a Hispanic country there are three years and you can achieve what you are asking for, if you are from a different country you must wait 4 or 5 years indeed. However, you are married to a colombian citizen, so just contact me and I can help you out with this thing.
