Thomas Deans, Does Anybody Have Any Information About Him?

I have received a request to find out about this person, a British subject and former resident of Bogotá, Colombia. Did anybody know him or meet him? Any info would be appreciated.

The man I met had a strong British accent and, I beleive, was involved with a University in Bogotá.

Gator, did you hear from him afterwards or heard anybody mention him about the circumstances of his possible death?
