Sometimes these attitudes can be the result of abuse or mental illness, which doesn't make it acceptable. At a minimum, this guy needs professional help. Biology, evolution and anthropology have a rather different take on it. Biology (and evolution) says "if she has boobs and menstruates then she's fair game!". I am not doubting that, in our context at least, a grown man having sex with a 14-year-old girl is wrong. And the thought of a middle-aged American coming to Colombia to find himself one disgusts me too. But let's not forget that we are looking at this from our point of view - and in the world, there are many, many others...

I think the age of consent itself is fine as it is. How much it actually makes sense will vary from person to person, but teens these days do seem to be maturing sexually quite fast, not necessarily only biologically but also socially, dating among themselves and those immediately above them (older teens, young adults).

However, I do think that there should be some limits regarding the permitted age difference between the two consenting individuals when one of the parties is underage but still older than 14, in order to prevent the more extreme cases such as "40 year old man seeking 14 year old girl".

Keep in mind though, lots of kids that age are already quite sexually active in Colombia. But I don't think any kind of relationship with a foreigner and someone under 18 will be viewed as okay in Colombia, even if there's no money for sex directly, I think most people in Colombia will assume there is some underage prostitution going on; this guy is asking for trouble, and not necessarily with Uncle Sam as someone already pointed out what the Colombian law is regarding paying for sex and the girl having to be at least 18, and that this law has been enforced.
