The Garment District

I heard (rather belatedly) that there is a garment district in Medellin where the fashion industry is located and where the models/model wanabees hang out. I didn't get a chance to go there while I was in Medellin. Does anyone know about this area? Is it nice? Cafes? Housing? Where is it in the City?
