Your travel plans Bogota - Leticia: only available by plane, there are no roads, flight is about 1 hour 50 minutes. Cheapest airline (in a jet): AeroRepublica. Very hot and humid little town, the amazon river flows by.
San Andres: you have several options, you can fly from Bogota or from Cartagena, therefore the price changes.
Best beaches & cities on the caribbean coast: Cartagena and Santa Marta.
Local airlines:
www.summa.aero
www.aerorepublica.com
There are others but they don´t have websites.
Hotels: many, hundreds but prices vary from 200 dollars to about 20 dollars. What´s your budget?
Advice to novice: cities are considered safe (Bogota, Medellin, Cali, Cartagena, Santa Marta), always stay in a good hotel, have the usual precautions, don´t go to the countryside.

You can also get to San Andres from Panama or Costa Rica. I also recommend West Caribbean Airways. Their site: http://www.wca.com.co/index.asp
Depending on where you are, you can go to the countryside - you really need advice from a trusted local. I travel with my wife's family all over Cordoba with no problems.

Disclaimer: any comment I make is inane and is not to be taken seriously, and is so patently ridiculous that no one should take it seriously, even as an insult.

I plan budgetary travel for example (fares):
30-40 USD domestic flights
60-80 USD to San Andres destinations
10-15 USD hotels in Bogota, Santa Marta, Leticia... ect
Not expensive San Andres hotels ... about 15-20 USD
Not expensive destinations from Leticia to Iquitos and Manaus
-----------------
Hotels same Decameron I can have in Cayo Coco or Varadero (Cuba)... Dont like its

Sun must shine

your budget I´m sorry, but your budget is too low. Prices in Colombia are not as cheap as people think. With your budget I don´t think you´ll get a ticket from Bogota to San Andres, maybe to Cartagena but I doubt it.
Also, your hotel budget is also low, of course you can find hotels in Bogota in that price range but the area will probably not be safe or good. In Leticia or San Andres you won´t find hotels with that budget, very unlikely.

30-40 USD domestic flights
N 30-40 USD domestic flights
No chance-most flights are twice that much at least.

60-80 USD to San Andres destinations
No chance-double or triple that.

10-15 USD hotels in Bogota, Santa Marta, Leticia... ect
Maybe the Platypus Hostel in Bogota but other than that you'll need twice as much money to be in a safe area.

Not expensive San Andres hotels ... about 15-20 USD
Not enough for a Hotel maybe a hut somewhere but not near a beach.

Not expensive destinations from Leticia to Iquitos and Manaus
Please read what Colombia Board has posted-it's good advice.
