telephone service in Colombia

I've been talking regularly by phone with a friend in Bogota (I'm in Canada) and it seems like about once a month the phone service goes down for about a week. Is this pretty much normal in that area? Is it due to the weather they've been having?

Calling to Bogotá. We've never had serious problems calling to Bogotá. The few times we couldn't was because they (in Colombia) hadn't payed the bill on time and then it can take a while before they get reconnected.
But so far we've always been able to communicate every other day by phone. On a sidenote... perhaps it could be weather, there has been heavy rain lately and perhaps in some areas of the city the phonelines were cut. But... I wouldn't say it's "pretty much normal".
