I am a certified teacher in the states with graduate credits and a language arts endorsement. I currently teach fifth grade English in a NJ Public School. In addition, I have a TEFL certificate from Canada. Any thoughts on a possible salary and teaching availability in Cali? My Spanish is weak at best.

Your experience is great and will definitely help you land a job but I am not so sure it will help raise your pay much. I think the schools will already pay you the best that they are willing to just because you are a native speaker.
