Tax On Withdrawals

I have heard that in Colombia if a person takes money out of the bank a 4% tax is taken out. i have heard this also true if money is recieved by western union.
Is this true?

I believe the international transfers are not taxed anymore, other than the fees they normally charge you..

Western Union charges you to send and then the person you sent the money to is charged a small fee also. Double taxation, but still less than US.
