Uneven development is high in almost all the states in the index, suggesting that inequality within states—and not merely poverty—increases instability. Criminalization or delegitimization of the state, which occurs when state institutions are regarded as corrupt, illegal, or ineffective, also figured prominently. Facing this condition, people often shift their allegiances to other leaders—opposition parties, warlords, ethnic nationalists, clergy, or rebel forces. Demographic factors, especially population pressures stemming from refugees, internally displaced populations, and environmental degradation, are also found in most at-risk countries, as are consistent human rights violations.

Uribe has brought about change to Colombia that just might get Colombia back on track an considered to be an admirable trade partner in the international community which brings better paying jobs,more education, more service an some respect. Our maybe you like the thought of being a socialist unmoral country again an be sitting on a time bomb like Chavez just waiting for the US or another country to drop bombs on you in the future. With democracy come freedom an freedom as always had huge hurdles to overcome to prevail. Look at us Americans we have to fight for democracy freedom our whole existance an lose million of men just to be free.So why would you think colombia freedoms would come easily without hurdles an without loss of lives?
