starting a charity

I've come across an unbelievable opportunity to better the lives of possibly thousands of Colombians.
I have a close contact who has recently committed a large quantity of money towards organizing his own charitable foundation. Money made available to worthy requests, this is where I may come in.

There is a strong chance that i could apply for a significant amount of those funds, providing i prepared an in depth report etc.
I have a few ideas already........
The organization planned must: (a) HAVE NO POLITICAL AGENDA
(b) HAVE NO RELIGIOUS AGENDA

The focus of the organization being "rural areas" and aid to displaced people.
The following coheres: FARM MACHINERY/IRRIGATION/BUILDING MATERIALS/TRANSPORT SOLUTIONS/CROP PRODUCTION/RURAL EDUCATION IMPROVEMENTS/AVAILABILITY OF GRANT APPLICATION/VOLUNTEERS/SECURE CHECKS AND BALANCES/OBJ. COMPLETION/EMPHASIS ON NON POLITICAL AGENDA

I would be most interested in reading your ideas, my focus of the proposed organization is obviously completely open to change as it still remains theoretical.
