your best bet is to come to Cartagena and plan on paying for a hotel for two night and start looking on foot and taxi. There are apartments to rent all over the place here. he price range is huge too. ou could find a place and pay $300 ad you could find a place and pay $1,000. Hope this helped.

I spent a while looking in santa marta and didnt find much. I got really lucky and found an unfurnished apartment for 330 mil a month. I then moved to another apartment on the same floor, thus my old apartment is open. I can vouch that the owners are ok landlords and that the apartment is ok. It is large but basic, has a huge balcony, is in an ok part of town, andis unfurnished. I know where to get cheap furniture, have my old curtains I could sell you, i might even have some beds you could rent.

Otherwise you could look in rodedero, nice area and out of high season you might find a good deal. PM me if you want more details, send me a PM for more info. If i don't repond hit up my wall, my PM might not be working.
