Sending letters abroad

Today i went to ask about sending letters to England, Gibraltar and Chile. She replied with the respective prices 93,000 93,000 and 60,000 just for a letter. Does anyone know if this is anywhere near a normal price? If anyone knows anywhere with a reasonable price I'd love to hear about it. In Chile it used to cost me 1,800 pesos Colombianos to send a letter to England over a much larger distance. Saying that, it also used to cost me 180 PC a minute to ring England, but here it's just cost me 1000 PC a minute.
