Schengen Tourist Visa for Colombians

Recently, there were newspaper articles reporting that Colombian nationals had been taken off the Schengen list, meaning that they no longer had to wait for 1 month before getting their tourist visas, but that the could be issued in a matter of a few days directly by the embassy or consulate. Has anybody had any recent experience applying for a Schengen visa recently? How long did it take?

Greece is the only country I've heard of that seemingly has no restrictions on Tourist Visas. They even hand them out to Cubans with no hassle, and almost nowhere accepts Cubans.

With the Greek Tourist Visa in hand you can of course travel to any of the 20 Schengen counties with no hassle...

My Colombian wife and I are going to France in August. The French embassy in Bogota have advised my wife to apply for her visa in May, no earlier but with 2 months in hand "just to be sure".
