San Andres or Cartagena

Hi, I am going to to go either of these places on Monday. If possible could someone tell me which place is the best for a party during this week?

Some people have said San Andres is really quiet ( ie partywise) and others said it a rage? Where is the best place (area) to stay in San Andres (ie I am not after an all inclusive hotel and want to be where things happen.
