In Huila, the word on the camino is that an Israeli NGO has been offering campesinos up to 5x normal land value. This is in the area adjacent to PNN Purace, more specifically El Congresso. The locals think that it is the water that they are after, as this will be the next boom commodity.
The catch is that you have to pay a topographer a fee up-front to survey your land...hmmmmm........smell a rat? Why would some organisation be putting such big unsubstantiated offers on the table when most campesinos are quite happy to sell-up at more modest values?
Sounds like a scam, but either way, interesting.
