Yes it is true - Renewal for all I noticed this early last year because they have an office in town. Yep,, you should do it,, but NO ONE seems to pay any attention and no one I know has done it. Suppose I'd be interested if I had one.

One of those Manana things.

true but... as far as i understand, these days the process has stopped and they are only doing the the cedulas for the people that have lost it or the ones that are requesting it for the first time.

Cedula renewal Yes you have to renew your cedula every year if you are on a temporary Cedula. It has an expiration date on it.After 5 years I belive it is you no longer have to renew.
AND,more importantly, you need top renew your visa every yeay if you are a temporary resident.I have a pensionado visa.It allows me to stay here indefinetly but must be renewed ever year for I beieve it is 5 years, then it become permanent.
I have to go to Bogota to renew my visa. There are requirements to renew. The first year I just showed them current income statements and bank accouts.I heard of that not be sufficient in some cases so I gave them a much more extended group of documents last year.Docurapid in Coral Gables helped me put it together.Renewing the cedula is easy, you just show them the renewed visa plus an application and some pictures. Its the visa thats more involved.
If you do not renew the visa on time you have to apply out of Colombia.I missed my renewal because of my surgury, but I got a waiver on leaving the country when I documented the reason for missing the renewal.

GBI... I agree totally. The wife's picture is at least twenty years ago. (But I have found it best to say, "Man oh man. You haven't changed a bit."

The cedula is still demanded and the information faithfully copied.
